This change was announced ahead of time via email and Intercom on January 4th and in a series of reminders. If you relied on Duo’s phone-call authentication method in the past and have not yet started using the Duo Mobile app or a Duo hardware token, you will need one of those methods the next time Duo prompts you to authenticate. There may be a delay of up 90 days until that happens if you use the "remember me" feature on your computer.
